Im not sure what is being asked . Are you saying that the race is unfair? The system that it uses matches up with similar skill types . Being blocked by someone wouldnt change the race or who the winner is

I'm assume you are talking about Forza Horizon 4.

Firstly, if the head to head races are like those seen in Forza Horizon 3 then you just need to reach the destination, the route is up to you, you can go through the forest if you want, you don't have to follow the roads.

Secondly if you are sure that someone is cheating, then it's best to report and block them.
