Why won't this quest turn in?

For three straight days my quest for getting an achievement in any gamepass game will not unlock no matter how many achievements I unlock. I understand the rewards system is being rehauled but purposely keeping the quest from unlocking is wrong and needs to be fixed immediately.

Yes, there is a better way go to Knocturnal's Shrine north of Leyawin and complete the quest and you will recieve the skeleton key, an unbreakable lockpick. Just be sure your level 10 or you won't be able to do the quest. Also gather as many lockpicks as
you can while you have the skeleton key there is a quest later you will have to turn it in.

Quests getting bugged is usually due to something you did out of order or is not bugged at all and you just missed something small somewhere. Game freezes happen in all Bethesda games and the easiest way to stop it from happening is to turn off the Autosave
feature and keep under 600 save files. Also, make sure you have the quests marked in your journal or else the quest marker won't show up and there are a few quests that have no markers.

It's part of a quest, so maybe that's why . You don't need 2, you only need 1 but the game won't let you drop any single one of them. I'm sure you'll be able to drop the remaining one once you're done with the quest.
