Why was Saints Row a buggy mess

This is the following refund policy:

Refunds are typically issued for requests meeting the following criteria:

• Requests are made within 14 days of the purchase date
  
• Requests are for games in which you haven’t accumulated a significant amount of play time
  

If its been more than 14 days or more than "significant amount of play time" then you're out of luck.

My only dispute with the wording is the use of "significant play time" what is classed as "significant" for a small indie game two hours of play time could be half of the game length, but for a game like Elder Scrolls its a drop in the ocean.

I had the same response despite them refunding the GTA trilogy I played for several days. I’ll let you know if anything else comes out of this but I’m not happy. The game is bare, filled with bugs. All the missions are the same. The art seems of lesser value than the previous games. The mechanics ( especially cars ) is terrible. Use of weapons in the game is terrible. It doesn’t even run great on my series x. It’ll be the last time I support saints row. And if I don’t get refunded then I’ll just game share with someone or go to PC entirely. I’m not paying for these unfinished games.

If you were denied the refund, you can appeal it, by replying to the email you got, and explain in detail why you want the refund. They then might change their mind and give you it. I like character types with humor. Enemies, NPC working beside you, or your character in the game itself saying funny things. Probably why I love Borderlands, Halo 3, and the Saints Row series so much. Lots of humor in those games. I dont think I have
laughed any more at a game than Saints Row 2 and Saints Row 3. So many hilarious moments, scripted events, and random responses from people on the street. Even more fun messing with friends in the co-op campaign.
