why was Family Guy back to the Multiverse not backwards compatible?

I know the compatibitiy program ended but why was it not made backwards compatible at least during the xbox one days? it was released late into the 360's life span and a year near the launch of the xbox one so it would make sense to put the game on the backwards compatibity program, finding a copy for a good deal is hard and the game being backwards compatible would have been great at least. I know it was delisted but we could have got it backwards compatible with just the disc at least since some people may not own a 360 unless I get a better understanding of the program

just to expand, if a game is based off movies, music, sports, or any kind of exterior intellectual property, expired licenses are usually the very first reason. they cannot give permission for new versions to be made which is legally what backwards compatibility is.

Probably due to expired licenses, so the publisher wouldn't allow it to be made compatible.

It's up to the developer/publisher (and whoever owns the Family Guy intellectual property rights that would have to license it) of the game to re-release the game, not Microsoft.
