Why my friend was banned for no reason?

To sum this up, my friend went on his Xbox today and got banned. He checked the reason and it said profile picture, his profile was a dog wearing a ghost Halloween costume, but the moderation thought it was a dog wearing a kkk mask and he is now false banned. If Xbox end up seeing this somehow his gamertag is fakememe123

why am i getting banned for on my account for no reason at all it makes no since ti ban someone for making friends you guys should look through the reports and make sure that its fine before enishiating the ban stuff.

Its not appealable and there is no reason why like none as i said playing a game leave game to play another with friends try join party and im banned i looked for 3 hours to find out why and i found none i even looked on enforcement but none give a reason as to why i was banned either unban me or fix your banning systematic
