Why isn't palworld multiplayer not working

Did you create a world with the multiplayer option?

Toggle multiplayer on when creating a world, or switch it to multiplayer from 'World Settings' when re-entering a World.

While playing Palworld with multiplayer toggled on, go to the options tab on the pause menu.

Just a friendly reminder though that to play an online multiplayer game on our Xbox console we need to have an active Xbox Live Gold subscription, it is required for paid games.

You need to have at least Xbox Live Gold subscription or Xbox Game Pass Ultimate. The Xbox Game Pass Ultimate includes Xbox Live Gold, that's why it is one of the options.

I also forgot to mention, my NAT type always says Open, which doesn't make sense why multiplayer isn't working
