It's most likely exclusive to America because Microsoft wouldn't want to make a huge mess with shipping. The reason it's not available for purchase is because the console is made for only special winner to win it and be very exclusive.

Let me explain, I have a friend who was playing World of Warships today. I was pretty excited to see this on my Xbox One and immediately searched for it to download and play. Only one problem, it isn't available on console. I get the point of showing us
the title if it is a play anywhere title (though I am still trying to understand why MS doesn't want any exclusives to remain exclusive to their console. It seems counterproductive to me). However, it is currently a PC exclusive. All it says to me is, "hey,
you are gaming on the wrong platform" because every game available on Xbox One is available on PC but most PC games will never come to console. Why not just put "Windows 10 PC" if they are playing a PC only game. Why do you want to remind people that their
friends may be playing a game that they may not be able to play if they only have Xbox?
