why is Party chat transcription not available for windows 10/11 users yet?

My friend has been using the Text-to-speech (read text out loud to all players in the Xbox party) to communicate in party's with us for years because they have a speech impediment that makes it difficult for them to speak. When they got a pc they found they couldn't enable it because game bar on PC doesn't support it. this was in 2021. its been 3 years and this feature still hasn't been enabled on PC. So my main question is, will it ever gonna be enabled and if so when? I know my friend probably isn't the only person having this issue, which kind of bugs me and pushes me to make this post, as I know some people have no other way to communicate with friends through Xbox live conveniently, which can take away from their overall experience.

Players on Xbox can type in the chat and it can be heard aloud by players on pc and Xbox. But players on pc cant have text being typed in that same are read aloud. I dont fully understand whats in the way of enabling this feature, as the only thing that doesn't seem to work is the reading aloud part when being sent from a pc.

Hopefully something can be worked out with this in the near future, as its been 3 years of waiting for this feature to be implemented.
