Why is my xbox saying I need broadcast privacy settings allowed when they already are

To confirm, are you using an Xbox console? Which generation?

Let's try to re-add your account instead to refresh it and power cycle your console as well:
Note: Before doing these steps, please make sure that you know exactly the email address linked with your gamertag and the password to it so you can add the correct account again.

1. Remove account:
Press the Xbox button to open the guide. Select System > Settings > Account > Remove accounts. Select the account that you want to remove, and then select Remove to confirm. When you're finished, select Close.

2. Power cycle:
Press and hold the Xbox power button for 10 sec until it turns off. Unplug it from the power source for 30 sec. Plug it back in and turn it on again.

3. Add account:
Press the Xbox button to open the guide. Select your gamerpic in the upper-left corner of the screen, move all the way down and select Add new.

Enter the email address for the Microsoft account that you want to add, and then select Enter.

Hmm, that is quite weird since most games do not allow the broadcast of cross platform in game chat because of privacy concerns.

That is why you are asked for permission when in a Xbox live party.

For in game chat to be broadcasted you would need a capture card

Im having the same issue. I was in the beta testing program through Xbox insiders. Since then, every time I try to broadcast it will give me that error message or it will say "To broadcast gameplay, you must allow it in Xbox live privacy settings and the
game you're playing must also allow broadcasting." My friends have been able to broadcast on rocket league, smite, dead by daylight and even on Fortnight. I wish Xbox would fix this instead of waiting for someone in the forums to figure it out and spread the
word.

Right, so i checked Privacy and Online safety settings, and "Broadcast Gameplay under xbox one/windows 10. and its set to blocked, however, when i try to change it to allow and click submit, it changes right back to blocked.
