I've found a fix!

Turn party overlay off and restart your console,

Turn it back on and Turn party overlay back on and it should work again

This has been like this for a long time now, seems to me that it's due to the lack of control that can be added to text messages inside this game for parental controls

That would be upto the developer not really enforcement. Unless you got a communications suspension which would show up in enforcement.Xbox.com

It is possible you have an enforcement action. These can come from events that transpired days or even weeks ago. You can go to the
enforcement site to check if you have a suspension/ban. If you share the console with others its possible a console ban is also in place can check that
