why is my code for upgrade from game pass core to ultimate NOT WORKING

If that's correct, I'm afraid to say that once a code has been redeemed, it is not possible to ask for a refund.

Not only that, but if you acquire a code outside the Microsoft Store, Microsoft support can't provide a refund because the item itself wasn't purchased with your Microsoft account.

However, what are the games you want to play?
Did you try upgrading to Game Pass Ultimate? Doing this will expand the catalog of available games.

Note: the conversion rate once you upgrade from Core to Ultimate is 3:2.

“For example, 90 days remaining of Xbox Game Pass Core or PC Game Pass will convert to 60 days of Xbox Game Pass Ultimate time.” + the month of Ultimate you acquire.

Game Pass Core is for console, not PC. You would either need to buy PC Game Pass or upgrade to Game Pass Ultimate.

Game Pass console does not include Core which is needed for online multiplayer. Game Pass Ultimate does. If you already have Game Pass for console and upgrade to Ultimate, what you have remaining will be converted to Ultimate so you do have to pay the full price to upgrade.

If you upgraded from Core to Ultimate, this is normal.

When you upgrade Game Pass, you have to pay for 1 month of Ultimate first. So you are technically charged twice, but both of these payments go towards your Game Pass subscription time.
