why is my cloud gaming not letting me log in?

I'm sorry to hear that you are having this problem, with the intention of helping you I did a search on the internet and found a post on the Microsoft forum where a user said that you have to set your Microsoft age to over 18 years old. I had this problem for a long time and that solved it.

If that's the case then why won't it let me move any saves to my Xbox one from the cloud, and keeps loading games off of the cloud and forcing me to create new saves that I have previously deleted off of the cloud back onto the cloud!?

so it's due to privacy options that it won't let me log into Xbox 360 with my account? I don't see why it would disable that since my account is T and the game I tried logging in on was a T-rated game.
