Why is it not allowing me to add a guest in Black Ops 2 local play for zombies?

In Black Ops 3, you can play all modes of play: Multiplayer and Zombies, in both local and online split-screen. Both Multiplayer and Zombies support 4-player local split-screen, and 2-player split-screen online. Team up through the entire campaign, built

Select play local and then press the Xbox button on your second controller. It'll ask you who is using this profile, but you want to select New user. You'll see the guest option there. After that, just press a button and your buddy will be in as a guest

To play two-player local on Call of Duty: Black Ops 2 Zombies on your Xbox Series X, you need to make sure you have two controllers connected to your console. Once you have two controllers connected, follow these steps:

I payed $99 for Black Ops 3 and I cant even play zombies with my friend here at my house. i have a Gold Membership and I've tried to just play as "Local" but it tells me guests aren't allowed to access it. What is up with that? i am very frustrated. i payed
$99 for this game and i believe i should be able to use it to its full extent, which i cant. PLEASE HELP.
