Why is COD Black Ops telling me to repurchase the game to access all game modes when I've...

I purchased a Rog Ally X and logged into the same Microsoft account that I use on my gaming laptop. (Lenovo Legion 7i). I can play the game on my Lenovo without issue, but when I open the game on the Rog Ally I can't get into Multiplayer mode or Season 2 because it says I have to purchase the game to get access to all of the modes. I even tried to bite the bullet and purchase another copy of the game just to push it through, and it didn't work.

In the game it tells me to go to the store the purchase the full game, and when I click the "Store" options it says nothing is available in the store. When I open COD I am signed into my account, and I see my gamer tag

Steps I have taken to troubleshoot:

1) I have 6 devices linked to my Microsoft account, and only two are logged into Xbox. (Lenovo and Rog)

2) I've verified the account I'm logged into has the purchase history of the game

3) I purchased the Windows Vault edition AND I have the "Ultimate" game pass. All available add-ons have also been downloaded.

4) I've verified my payment method is current for the pass.

5) My Lenovo is off when I'm trying to play COD on the Rog.

6) I've wiped and reset and reinstalled Windows the ROG twice and reinstalled COD only to get the same error.

7) I've "verified and repaired" the game in the Xbox Library account settings. 

























I've included photos of my verified game purchase and my Xbox account login handle showing that I am logged into the correct account.

At this point, I'd pay the $55 to rebuy the game and get it going, but I don't even have that option.
