Why i need inernet to do a factory reset the second time?

Explain whats a base os at the moment all tho i do hate to explain my situation on here i do appolgise for that but at the moment as embarrassing this is to explain i got a slow job that pays terrible and trying to find a better job thats why i dont have cable or inernet i just use my phone for wifi but therting does not work when i try to connect that to the console and i dont wanna invest in stock markets yet cause i dont got much education on that and want to avoid looseing money i know im off subject my appolgises.

You have to do it with every console.

It was my inernet

I swapped to my Phones hotspot and it launched and said it needed updating
