It is definitely worth trying to restart your router, it can help with connection and performance issues. However if you have weak internet your Cloud Gaming experience may not be ideal, the way it will perform and looks heavily depends on the quality of your internet connection.

Xbox Cloud Gaming relies on a good, consistent connection to the internet. If there is not enough bandwidth, the quality of the stream will reduce to compensate for it and to mitigate lag.

What device are you using for cloud gaming? Have you tried any troubleshooting steps so far? For instance, if you're using WiFi, I advise trying a wired connection instead if possible. I also recommend restarting your router.
