why i can´t download starfield?

1. Are you signed in same Microsoft account where the subscription of Xbox Game Pass was tied up both on Microsoft store and Xbox app?

2. Are you using personal Windows PC or work PC when checking the availability to install the game?

For the meantime, you can try signing out and signing in back your Microsoft account both on Microsoft store and Xbox app and check the availability of the game. The game should be available for your account provided that your subscription is active. You may check also from Microsoft store directly and see if you can install. To install the game on Windows PC, your device must meet the system requirement being set by the game developer or you can check it here: System Requirements - PC - Starfield - Bethesda Support
