Why havent I received MyVIP rebates since February even though ive made purchases every month?

You'll want to post in the support section of this forum in order for support to check into it for you. If the one from February is listed on February 28, then that was for February, not January. Also keep in mind that if you opted into the Simply Rewarding
offer in March, those purchases would not count towards your rebate.

Rebates are calculated after the end of the month and given by the 15th of the next month, so it may still be a couple of days before you see April credits pending.

Since your purchases in March went towards the opt-in offer "Simply Rewarding", those purchases did not award MyVIP. Similarly, your purchases in May went towards the "Retro Rewards" offer, and did not award MyVIP. From our FAQ:

What type of Rewards can I earn?

In addition to our special events and offers, there are two easy ways to earn Rewards Credits each month; by completing missions or special offers, or with a MyVIP Star Rank. To see current
missions, visit the MyMissions page. For more details, please see the Terms and Conditions. Don't forget to check back often to see what's new, as missions are updated frequently!

To learn more about your MyVIP Star Rank, which gives you a percentage back on what you buy in the Xbox Store, visit the MyRewards page. Once you have earned at least 1 Star, you'll start earning each month
based on your qualifying purchases from the previous month.

Please note: Xbox Live Rewards members may not earn Rewards Credits for multiple offers based on performing the same action. For example, your purchases made to complete a monthly mission won't also be eligible for MyVIP.

Rebates are calculated after the end of the month and given during the next month. Since you joined during June you would not have received any for that month since you were not a member for the whole month. So you would only receive a rebate for purchases
made this month.

96 hours is how long it generally takes for the program to recognize changes and new purchases on your account and is usually the standard turn around time for most offers with the exception of VIP rebates. This is straight from the program's FAQ:

When will my MyVIP Rewards Credits be deposited into my Microsoft account?

The total Rewards earned will be calculated at the end of each month. Typically you'll receive your MyVIP earnings in your account by the 15th of the following month, though this is subject to the program's current deposit terms.

Since the program calculates your rebate based on all of the purchases you make each month instead of after each purchase, it takes longer to calculate the rebate. There are still a few days before they can show as pending.

As mentioned in your previous post (https://forums.xbox.com/en-US/thread/d76cf15f-6570-4a8d-a2a1-829faf623558), your Minecraft purchase was applied to the MyVIP Boost
offer in February (along with your Rocket League and ARK purchase), which earned you your first MyVIP star. Since you have made no purchases since February, you have not earned any Credits from MyVIP payback or completed any offers.

Also as mentioned in your previous post (https://forums.xbox.com/en-US/thread/6c86f135-206e-4364-a35c-aaeaa3c24ab8), MyVIP is adjusted every
year. At the last readjustment in December, you did not meet any MyVIP star requirements, so you stayed at a zero star level, and then had your progress set to a default state. It was only due to our special MyVIP offer in February that you earned a MyVIP
star that month.
