Why hasn't my Xbox profile picture change

It's my profile picture I'm trying to change and it's on the xbox app I've tried the same pic for a about an hour now and it hasn't changed I'm not getting any error messages or anything it say itll change but it hasn't changed yet

I tried changing my picture to custom profile picture and it says pending wait for someone to verify it well its been 3-4 hours and still hasn't changed

well, it hasn't changed in a year (lol) and i've been using a different gamerpic since 8 months.... It's not the gamerpic on xbox live or xbox.com, but on the e-mail address and my profile picture for ambassadors.
