why forza horizon profile can`t use

Xbox Play Anywhere: How does it work?

so i have pre oredered forza horizon 3 in the xbox app on my pc. i don`t have a xbox and would like to know why i can see the game in my inventory??

If you purchased the game and it won't start then try power cycling the console by holding the power button on it for 10 seconds till it shuts down to see if that helps.

In january I could play forza but my second harddisk crashed. Now I would like to install forza horizon 3 on my new HDD but I can`t. I can`t install "Forza Horizon 3" on the windows store. I get at the end from the download the failure code 0x80073D0D.

I repaired the xbox app and the windows store but I have still the same problem. Pls help me. The windows support doesn`t want to help me.
