Why doesn’t it let me get out of the troubleshoot screen

The troubleshoot screen is the one that has the 4 options on it, I’ve already tried resetting it from there but it doesn’t work.

It won’t let me play split screen it doesn’t even give the option of playing with a friend when you try to play split screen it dosent give you the option of adding a player
