Why does the motion tracker not work in HALO Infinite?

I've noticed that the motion tracker does not work well in HALO Infinite campaign and multiplayer. Does it use line of sight? I've noticed that when enemies are sprinting around objects, they suddenly vanish off the motion tracker and reappear when they are back in view. Also, it displays enemies nearby when they are in fact nowhere to be found. Other times it will display enemies nearby and when checking either the above or below platforms, there is no one there. Sometimes entire vehicles will suddenly vanish from the motion tracker even when running right behind it while it is moving. Why does the motion tracker not work in campaign or multiplayer?

I reset the console to factory defaults while keeping my games and apps. Before that, I redownloaded Halo 5. The Halo Infinite Beta does not work either but Halo: the MCC does work.
