Hello I, unfortunately this forum is public viewing and unfortunately as independent consultants we do not have access there is some data as the strategic decisions that lead Microsoft to make agreements with developers and also we can not speculate on why, how or what kind of agreements they have.

However, it is always up to the developer to make the final decision of how the game will behave in the store and what kind of cross-play/cross-palatform it will have when it is released.

On your question, unfortunately, it is not possible to use the Switch controller natively in the Xbox app on the PC, at the moment the app only supports official Microsoft controls. However there are third-party programs that allow the emulation of various controls for the application, I recommend that you do research on these programs.
