Why does certain apps have this weird frosted over effect and how do I stop it?

WTH? They effect any game mode they are in and every player in that game. Please explain how someone dying over and over again or getting a free kill over and over again does not effect ffa, tdm, dom, etc.

You know, when I started I used only fire because it does deal a lot of damage and lingers. One reason was the Nords issue but I find that even Nords will go down pretty fast under a blizzard of ice spikes and frost. I believe that is because they are only
resisting the frost but not the hit to their stamina. I know a lot of users like shock and in previous TES games shock was my favorite effect but I don't think it has the stopping power that the other two do and as an unarmored (until recently) mage, I don't
want anyone getting anywhere close to me.

How long does the suppression effect last? I have noticed that after a person stops firing or is killed that for a few seconds I am still fuzzy. Also I don't use the anti suppression squad perk much. Does this have an effect and how much does it suppress
the suppression?
