Why do I have FPS issues with only Fortnite on my gaming PC?

So every game works fine except Fortnite. I have reinstalled my system and the issue is present on both Windows 10 and 11. On windows 10 I have also issue with refresh rate that feels lower than it should and I have to alt tab the game to make it go back to 240 hz even tho it drops after some time anyway. The main issue that I have on both win10/11 is that my FPS drop for a split second to below 10. Valorant, CS2, LOL and any other game works just fine. my temps are very good always below 70 C. I tried reinstalling OS many many times but it didn't help. I reinstalled the BIOS newest version. I also reinstalled my drivers and clean installed them using nvidia cleanup tool. I even did a clean boot and the same issue occoured. Weird thing is that I tested Fortnite on my account on my brothers PC and it worked just fine, I did that becouse I thought that something was maybe wrong with cloud settings attached to my account. Even when I play on an empty map I get these fps drops. My game thread time jumps from few ms to above 200 ms. I have no idea how to even figure out what is the cause of the issue. Any help is appreciated.

Then how can I get 60 fps? I always get 60 fps in Forza, GTA V and Fortnite.

Do I get 60 fps at 4k UHD?

My friend has run his tests on SoT and we have reached the conclusion that you are capped at 30fps. There is no way to bypass this and as a result you can only run the game at 30fps.

I cant redeem it on Fortnite on my xbox though, i do not have my xbox with me. I only have my pc, if i purchase v bucks from the microsoft store, will it show on my pc fortnite without having to do anything on my actual xbox.

I understand. I thought this issue was happening on your Xbox console.

Are you having this issue only with Fortnite or with all the other games on your PC?

Do you have the Xbox Accessories App installed on your computer?

Fortnite Battle Royale is a free to play game. I downloaded it from the Epic Games website and it is not from the MS store.

Sadly, I do not own any pc games in the MS Store, only from steam.

But Fortnite is also available on xbox, so why can the app not realise what game it is?
