Why do 2 different passwords work for the same Microsoft account?

To answer your inquiry, you actually owned 2 Microsoft accounts with different gamer tags, email addresses, and passwords which was proven when you checked the achievements and games. The other account has the saved games and achievements and the other has not.

In order to confirm this, you can sign in to your account on account.xbox.com and then check if the gamer tag at the right top corner of the page is the same gamer tag on your Xbox console.

You can also confirm this by signing your account on account.microsoft.com > Payment and billing > Order History. From there, you can confirm that your main account has all the transactions while your other account has no transactions under Order History.

You need to know the email address that is associated with your Xbox account on your Xbox console. Here's how:

If you’re already signed in on an Xbox console, look in the upper-left corner of the Home screen. You should see your gamertag, name, and email that’s used to sign in rotating there.

If you don’t see your email address displayed, this setting may be disabled. To re-enable it:

Press the Xbox button  to open the guide.

Select Profile & System> Settings > Account > Sign-in, security & PIN.

Under Show on Home, you’ll see the email or phone number you use to sign in. If you enable this setting, this account info will be displayed on your Home screen.

As for your second question in regards to using the same Xbox account from your console to your Windows PC and carrying the game saves, you can only do so if the game you will be playing has "Xbox Play Anywhere feature" You can see the list of games included in this program here:

For example, the outer worlds is not part of this program and the two versions of Xbox and PC cannot share the progress, they are like two different game versions.

@Eambo Both doesnt work because 1.my email is dead so theres no way of resetting it and 2. You need a password to switch gamertag to different microsoft account.

Maybe I wasn't clear enough. I have an email and password that I use to log onto xbox live. And it works and it displays my correct name and rep and gamerscore. DiplexPaper31 is not my gamertag. But this is the same log in information I used to log into
xbox live. Why are there two different accounts using the same email and password???

I solved my own issue (after a few hours) by doing this: signed in to my microsoft account / disabled 2 step verification in my security preferences / went back to xbox360 console / entered password and worked. And it only took exactly 5 hours. After I deleted
all my profiles in my console, deleted all the caches, on both computer and console, reset my console back to factory defaults, and did everything in the world! Then last: when I saw 2 step verification in my microsoft account security settings it reminded
me of my paypal account where I use 2 different password steps to sign in. I thought, maybe the console does not support entering 2 different passwords (2 step verification) so I turned it off. Now my console let me in!!!

Good account security? Are you kidding me? MICROSOFT WAS HACKED! Hence why they are FLOODED this month with people that have been hacked and compromised right? I never use the same password for anything, everyone of my password is over 12 character's long
and padded. I run 2 different virus scan, keylog scanners and rootkit scanners a day. So you might be able to pull that "Oh its your fault you were hacked" with someone else, but not me.
