Why did Xbox enforcement become so soft?

Now I know Xbox is an online gaming console that can be used to play with other players, but I feel like the gaming community is known to have a little trash talk present within it. Xbox shouldn’t be banning it’s users simply because it had a little argument with another player that got mad and reported him. I have had two communication suspensions in which I think should of not been punishable. The first one was because I was playing a game (GTA) and some guy was griefing me multiple times and after confronting him in an argument he decided to report me and I got suspended for a couple days. After realizing I got suspended I can now say that the Xbox enforcement team probably doesn’t even see the actual previous messages and can only see the one message you got reported for making it really unfair as I was just standing up for myself. The second one I have just “committed” recently was for the same reason but this time i found it ridiculous. The message that got me banned was for saying the words [mod removed] Yeah I didn’t even spell the word right and it still got me banned. Xbox community is mostly consisted of people ages 12 and up, and getting banned over a misspelled swear word is the most unreasonably thing know to man. The guy i sent this message to was even helping me and was being friendly and the message containing those words were about how a me getting kicked out from the game was beneficial for us as the griefer was being a [mod removed]. Yeah I was talking about another player and that somehow got me banned. So I don’t know if the Xbox enforcement team was always this soft but if it was I don’t know how Xbox is what it is today.

Everything MUST BE rated PG at all times it doesnt matter what the game rating is

It is upto the parent if they buy the game

I understand but if I am taking about someone else I don’t know how it affects the person I am talking to.

As noted above, Xbox is "E for Everyone" and so communication must be in accordance with that. Sure, people do and say a lot worse and get away with it but it doesn't matter...using the f word (even mispelled) is against the TOS and thus open for a suspension if reported.

The best thing to do is report any players griefing you, block them and move on.

As to Enforcement getting softer: At a guess, I'd suggest that Enforcement has had to get a lot tougher due to the gaming community in general being so toxic these days. I don't know how they run Enforcement but it would make sense that they would be keeping an eye on everything and clamping down as and when it is necessary.
