Why can’t my son hear his friends in chat that have a PlayStation?

I am sorry to hear that you're having issues with communicating with other platforms. Typically, if your child's account is set as Child, there are privacy settings that might be blocked by default. To check or change it to Allow, you can perform the steps:

1. Sign in the parent or the organizer of the family here https://www.xbox.com/en-US/user/settings/privac...

2. From there, you should see your child's account gamertag (Screenshot attached).

3. Under the Privacy tab, find "You can communicate outside of Xbox with voice & text" > Set it to Allow.

4. You can explore option options there to set to Allow.

Using the A button for push to talk is a bad idea, it's one of the ost used buttons on the controller and may be the root of your issue.

Which Turtle beach recon did you buy? is it the Xbox version?

I realize what I said may be confusing. In a party chat, I can hear my friends but I can’t talk.

are his friends in a party? if so then that is why he cannot hear them, they also need to be in game chat in order for him to hear them.
