Why can't my custom skin be loaded? "Local or platform skin could not be loaded." ?

Levi, as this is a specific error within the Minecraft game and in turn you use this game on a platform other than Xbox, you must communicate directly with PSN and Minecraft support so that they can find out where the error is.

Thank you for posting in Microsoft Xbox Community. I understand that you're having issues changing the skin of your character in Minecraft. If Minecraft doesn't recognize your skin, then go to the main Minecraft Settings page, find the General tab, and make sure "Only Allow Trusted Skins" is toggled off.

Here is how to equip new items to your character in the dressing room.

Note: The Dressing Room is exclusive to Minecraft: Bedrock Edition.

How to use the Dressing Room in Minecraft

Character creator items

If you are looking to add character creator items to your Minecraft character, follow these steps:

Start Minecraft: Bedrock Edition. 

Select Dressing Room. 

Select the character slot you want to edit or a new one. 

Select Edit Character. 

Open the Body or Style tab. 

Find the item in the proper section. 

Click Equip.

How to equip classic skins in Minecraft: Bedrock Edition

If you instead want to use a classic skin from something you purchased in the Marketplace, do the following:

Start Minecraft: Bedrock Edition.

Select Dressing Room.

Select the character slot you want to change the skin of or a new one.

Select Edit Character.

Select Classic Skins on the left bar.

Browse through and select the skin you want to use.

Click Equip.

Note: Classic skins cannot be customized with character creator items.

If you're still experiencing issues, go into the game settings, log out of your Minecraft account, and then log back in to resync your account.

I know this is how it was in previous gears but if a game can load with your selected gun skins then there is no reason it can't load with your chosen character! Simple...

I have problems with my skins when I equip a skin they load in the world's like survival but in public servers they dont load.
