Downloading games backup

Hi guys.

Since its okay to copy games from one Xbox one to the other using external hard drive, i wonder if can download backed up game files from my pc and install it one my Xbox using the hard drive because the download speed from the store is bad and keeps crushing
+ my internet is sooo slow (2 mbps) and it takes me about +5 days to download 40gb games on my Xbox and takes 2~2.5 days to download the same size in my pc.

ps. I m not talking about pirated games, no. I m talking about downloading the games I already own.

Seagate Hard drive becoming a real pain

Yesterday, after coming home from work, my seagate hard drive started acting funny. Every time i would try to play a game or use an app, it would always "take too long to startup". Even the idle feature would take too long too startup. I couldn't even go
to the settings or help apps. After resetting my Xbox a few times, nothing had changed. The hard drive cant be recognized as a hard drive for games and apps, only for media. If i try to turn it into one for games and apps, it just disappears into infinity.
I plugged it into my hp chrome laptop and it was instantly recognized but if i try to download anything on it or format it, my laptop either doesn't allow the download to go through or just goes back to the sign-in screen. I've went through tons of troubleshooting
and nothing seems to work. I heard that you need to change it from NTFS to fat32 but I cant do that since i don't have a windows computer. I cant use the app that seagate offers because there isn't one for chromeOS. I'm just really annoyed at this point and I
just want my 3TB external hard drive to work again so I can redownload all my games and apps on it. Is there any way I can fix this problem? Any help would be appreciated.

cant reconnect it if it wont even power on, and if it is the usb why does it work plugged into my xbox and laptop

I changed Microsoft account assosiated with my gamertag and this problem popped up.

Solution was to remove my account from xbox one and dowload it back from xbox live.

My laptop running Windows 10 doesnt show the hard drive is connected, but when I first plugged it into the Xbox it was formatted for the Xbox, so would it show up on my PC at all anyway? The hard drive shows that it has power when connected to both the
laptop and the Xbox.
