Why can't I see the Halo4 Venator RPTR armor options?

I'm playing Halo4 - Game of the Year Edition. I'm level 130 and have a second avatar that is level 19 and neither can see the Venator RPTR armor, among other types that I would expect to see with this version of Halo.

Any insight would be greatly appreciated.

Those over lvl 50...

How do specializations work? Do you have to have the armor equipped to get the perk from the specialization?

Right now I'm working on getting the Venator armor, and I will probably do Wetwork specialization first. So if i get the Venator armor, will i have to choose between the wetwork armor (to get the faster assassinations/etc) and the venator armor? Or can
I have the venator armor on and have the perks that come form wetwork at the same time?

Yeah, sometimes it almost takes the fun out of it, but i try to stay true to the belief that its not the destination thats important... its the journey. Case in point, Venator RPTR armor is one of the things available from pre-order codes... Best Buy i think,
I got mine from Gamestop (didnt get any pre-order codes but thats besides the point).

I saw the Venator armor and was like... cool, gotta get it, what do i gotta do.. Assassin Master.. ok.

So i did it, and got the armor and it was the journey that was fun, not the armor at the end of the rainbow, although it is still sweet, and you can tell the difference between the earned and given armors once you earn it.

Bottom line, shoulda had all specializations at launch or if not, sooner than Dec 1... guess we're stuck waiting AftWorm, just try to be as patient as possible.
