WHY CANT I SEE MY V BUCKS

In this case, something is really wrong here. I recommend you to ask a refund for both V-Bucks orders and talk to the Xbox support to see why both V-Bucks orders were not added to your account.

Very confused on why I haven't recieved my 1K V-Bucks. I bought this only for the V-Bucks and I have not recieved it. I am very angry!

1. Try a different payment method than the one they have on the account.

2. Remove the card they are trying to use, then add it back and try again.

3.Delete and download your profile

4. Reboot the console

5. Try adding a new card to the account and try the purchase again.

6.Try to associate your card to PayPal and link it to your Xbox

7. Get in touch with your bank, since sometimes they block online purchases

8. If all else fails, I recommend you try not buying for 24 hours and try again

As people are saying. You cant gift v bucks. Only cosmetics

this link Epic changed how purchased Vbucks work over cross platforms.

"Why don't all of my V-Bucks transfer across platforms?

V-Bucks purchased on Nintendo Switch and PlayStation 4 are only available on the platform they are purchased on. All other V-Bucks, are available across platform."

I would suggest you
contact Epic Games and confirm this is correct before purchasing any Vbucks you want to transfer between platforms.
