Why can't I renew the Xbox Game Pass Ultimate for $1 for three months?

It is December 2020 at this time, and I have an issue about why did I not get a discount? Is the discount only for those purchasing the game pass for the first time? Or some other reasons? I purchased the game pass in June 2020 and got cancelled by October
2020. I spent $1 for June and the rest of the months from July to September being $14.99. If I want to renew the subscription for New Year's Eve, I have to spend $14.99 instead of the $1 discount for three months. Instead of spending $1, I am spending $44.97
which is a lot more expensive than the discount offer. Why can't I get 93% off? Finally, how do I find ways to reduce the price, so I do not have to pay lots for the subscription?

When renewing an Xbox Game Pass Ultimate subscription it converts the three months xbox live to 1 month xbox live. You can wait untill the subscription has fully ended to redeem three months of xbox live. I recommend buying many months or a year of xbox
live then buying one month of game pass ultimate it will change the whole subscription to xbox game pass ultimate. This can only go up to 36 months

The promotion is only for new subscribers. Since you have already used Ultimate, you are not eligible. You can try checking other retailers to see if they have any promotions.

If you had an existing Gold subscription on your account and you took advantage of the Game Pass Ultimate offer, all those months of Gold were converted to Game Pass Ultimate, which includes Game Pass console, Game Pass PC and Xbox Live Gold. If you turn
off auto-renew, your GP Ultimate subscription ends at the end of the purchased period (your remaining months of Gold - now converted to GP Ultimate - plus the three months of Ultimate), taking with it all three of those services. If you wish to renew just
Xbox Live Gold, you can do so after the subscription ends.

1) OK, but if I convert my account, I get the first month for $1, then $14.99 per month after that, for what? I already pay $60 a year for xbox gold.

2) A friend said they converted ALL their remaining months of xbox live gold to ultimate and it only cost them $1 in TOTAL, not per month. He said he renewed his gold, then paid $1 extra, and now he has ultimate for the next 14 months, no monthly charge,

1) If you convert an account with prepaid Gold and/or Game Pass, you pay $1 for the conversion, which then adds together all those unused months. For example: If you have 6 months of Gold and 6 months of Game Pass at the time of the conversion, you'll pay
$1 to get your first Game Pass Ultimate month, then 12 more months of Ultimate. After that expires, you will begin paying $14.99/month for Ultimate, which includes all three services - Xbox Live Gold, Xbox Game Pass Console and Xbox Game Pass PC.

Did you turn off auto renewal AFTER you purchased the 1$ Game Pass upgrade? If not, that is why this happened.
