Why can't I promote my account to adult

I would like to let you know that the child to adulthood promoting is automatic, based on the date of birthday you selected when creating the account for the first time.

If you set 2004 as the year when creating the account, and you’re part of a family group. You can ask your parents to remove, and add your Microsoft account to the group as a family organizer as well.

Otherwise, if the option to add you as a family organizer doesn’t appear. You may want to reach Microsoft support to verify your age.

Once the age on the account is 18, you can promote the account to an adult account. If the account is not of age yet, then you can't promote it yet.

I am experiencing exactly the same problem. After talking on the phone to Xbox support they suggested the only way to sort this out is to create a new Gamertag which I definately don't want to do. I don't understand why they can't just promote my account
to an adult account.
