Why can’t I play?

The Show 23 hasn't been released yet so you wouldn't be able to play it until then regardless of Game Pass subscription.

But I paid $53.99 for it, why can I buy a game I can’t play?

Apparently your account is minor, Microsoft system automatically sets default age restrictions for account with minor age. Therefor, You will have to create a

Family Group using another account as Parent( Organizer) and add your account as Child (Member).

After you successfully create the family group; you can then change the privacy settings in your account. following the steps

here.

Note: Parent account should be adult by age > 21.
