Why cant I play Skyrim?

I got skyrim awhile ago on my 360 (download) and every time I go to my moms who has internet I can play it, but when I go to my dads who doesn't have wifi I cant play it, it just keeps saying, Can't launch Skyrim. Why
is that?

why cant i play online

hi i dont know why but i cant send any messages to anyone and i cant talk to anyone and i cant play online and when i try to send a message i get a message on my screen that reads "because of your past behavior you cant send messages" and i have gotten banned
before for cheating and i dont know why but that was just a ban for two weeks and that was "2017-01-29 03:26:31" and it says that i got banned "2017-01-29 03:26:31" right now but last time i played online was 56 days ago and i dont know what to do i can still
watch youtube and stuff so im not console banned so i dont know what it is if you know plz help me

It's most likely a licensing issue. When you download content it is tied to the gamertag that purchased it as well as the console it was purchased on. You can play the game on any console you want as long as you are signed into Live, but in order to play
it offline, the console license has to be tied to that console. If you can get the one at your dad's hooked up to internet long enough to do a license transfer and redownload the game, you should be able to play it offline after that.

Make sure it's not tied to another gamertag. If so you may need to do a license transfer of that game. This could help

Even the disk version is screwed up. I've had it for quite a while & at first I never had wifi & it was fine, the last 9 months I had wifi but as now I recently moved I dont have wifi again. Wont let me save, & any saves I try to overwrite are completely
lost. Complete bull that an offline game is unable to be played offline. This is what I hate about new gen systems, too damn reliant on the internet.
