Why can't I play games on my Xbox?

According to Xbox support:

"This may mean that someone else owns the game that you’re trying to play, or the service is having a difficult time verifying ownership."

Just a friendly reminder though that there is an issue on Xbox's end wherein they informed us that:

"A small subset of users in the United States may be asked to pay again for a recent purchase. We'll be refunding impacted purchases soon, but if you'd like to request a refund now, visit https://support.xbox.com/en-US/help/subscriptio...;

This may be related to your issue.

the game server. Does the issue only happen with a specific game or all games?

I recommend to try the following article:

• How to restart or power cycle your Xbox One console
  (Disconnect and reconnect your console's power cable)
• Test multiplayer connection on Xbox One

Try this and let us know the results.

what is exactly happening? i know that when loading it up sometimes it looks like it has froze when in fact it just takes while when doing the first initial load.
