Why can't I open open the Survivor Game on the Xbox app?

I have got the FH3+4 Ultimate Edition licence. I have installed it from the store but I cannot open it on the Xbox app. That's why I need to force-open it with the ProductID. I can't make a Horizon Group. To do so, I need to open the game on Xbox.

Open Accounts
Click Sign-in Options
Scroll down to Privacy
Uncheck "Use my sign-in info to automatically finish setting up my device and reopen my apps after an update and restart."
Restart your PC
