Why can’t I move my headset chat mixer?

I tried it with 2 different controllers and updated them both, used 3 different headsets and still not working.

Thank you so much for that and can you please make sure that the headsets are plugged in correctly? If possible, plug in the headsets carefully and slowly.

Then perform a powercycle on your console.

If I may ask, is your headset plugged into your Xbox controller or you're using an Xbox Wireless Headset?

If your headset is plugged into your Xbox controller, kindly check if there is an update:

"1. Press the Xbox button to open the guide, select Profile & system > Settings > Devices & streaming > Accessories, and then select the controller you want to update.

2. On the Xbox Wireless Controller screen, select “…” to check the firmware version for your controller.

3. If it says “Update,” select Firmware version, and then follow the steps provided."

If you also have a different controller that you can try to use in plugging in your headset that would be great for you to test out.

Let's then reset the console keeping your games and apps. Don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

Select Reset console.

I am not sure why my system still have other specific Chat Mixer setting.

As best I can tell, the Chat Mixer effects how loud your TV is while in party chat, but it doesn't seem to do anything for headsets.
