Why can't I install 360 games on my series x offline?

Im currently trying to install a backwards compatible game on my series x and it says install disc on the dashboard like normal but when I try to install it nothing happens.

Note I have no wifi anymore so I put it on offline also the disc works. Also a series x disc works but not 360

because backwards compatibility on current consoles requires you to download the version of the game that has been altered to be compatible.

Unfortunately you need to have internet to be able to download the game again.

Xbox 360 game backwards compatibility is backward compatibility through the Xbox store system, so you need to have internet so you can download the game again and insert the disc whenever you play the game.

Not sure why you can't...when I got my Series X a month ago, I installed it direct from the Store page

If I understood well, are you not able to install disc based games on both Xbox One console and Series X when you're offline?
Or is this happening with only one of the two consoles?

The issue is happening on both consoles - the Xbox One and Xbox Series X. It only seems to happen with Xbox One discs. I have no issue installing Xbox 360 discs or Digital games.

And, is this happening when you're offline?

The issue with the Xbox One discs failing their installation at a certain percentage happens both online and offline. However, I discovered a workaround for the issue for when I am connected Online (searching for the game on the Store to initiate the download, as opposed to visiting My Games and Apps). However, I am now trying to find a solution that would allow me to install these discs while in Offline mode specifically, as the workaround doesn't work while Offline.

I've already known and did that step how to set the xbox offline and but it doesn't answer my original question.

My question is if you need permanently internet connection (Xbox Live) to start/play Xbox 360/One games after you've downloaded and installed the game by disc or as digital version.

I've set my xbox as home xbox as well.

The reason about my question:

I don't want to download and install several of my Xbox 360/One "offline" games (for example Assassins Creed Series, Mass Effect Series, Fable Series, SW Battlefront 2, SW Fallen Order, etc.) with huge storage (5-60GB) with limited internet connection just
to find out that you can't start/play these games in "offline mode" after download and installation.

Why can't I install 360 games on my series x offline?
