Why can’t I instal saints row expansion pass?

I can see on the pc Xbox store that it’s 10 MB to download. My Xbox is not allowing me to install it though, it says product doesn’t need to be installed. It isn’t showing up in game at all.

Did you do it from the console directly or did you used the Xbox.com website?
If you visit the next link and sign in with the account used to purchase the game, are you able to see the "install" option?

The funny thing is that it literally is $60 DLC. This game was meant to be an expansion pack for Saint's Row 3.

I love Saints Row. I love Saints Row 2 even more. Saints Row The Third, not so much.

I have come across A LOT of pre-release DLC, so much so that the game will require an online pass, if you wish to play co-op. While it doesn't bother me so much, since I will buy the game on release, but the amount of things they are trying to hide, it makes
me wonder as to why I should even support the developer and publisher.

Have you tried installing the game to the hard drive? My saints row disc has cracks and laser burn around the disk. It would not pass the main menu. I installed it and it worked fine. Give it a try.
