Why can't I enable modding on the new xbox app for pc?

It means that modding is no longer available. It will only be available if there is an indication on the game's product page.

As per the link "Future game updates may not be compatible with the installed mods"

I understand that, but none of the games I played that supported mods seem to support them anymore, which has broken all those games saves beyond repair. Fallout 3, Stardew Valley, and Fallout 4 all seem to have been affected. The only game that wasn't affected was Hearts Of Iron 4 (But that used an external modding platform)

To see if the game supports mods, launch the Xbox app on your Windows 10 device, go to the game’s details page, then look for This game supports mods.
