Why can’t I download the game I bought on another consule

I bought a game and own it on my account and I have a friend who also uses my account who can’t download the game on his consul even when using my account but I own the game so why does this happen?

I bought the game on my pc threw the Xbox store website and want to download it from the website to my Xbox that is at another house.

When i try to download it on the website it says there is an error

Yea but I have contacted Microsoft about the issue they are fixing it and in 24 hours I’ll get my results apparently it was a issue on their ends but weren’t aware till I contacted them should all be good thanks for your help it’s always great to have support, thank you.
