Why can't I download play pass cod b ops 6 on my play pass?

I would have thought so...Battle Pass progress is cross-platform:

"6. Will my Battle Pass progress and unlocked content be available if I play on other platforms (upgrade from Xbox One to Xbox Series X|S, play on a console and PC, etc.)?

Yes. Battle Pass progress and rewards you unlock are tied to your Activision account. Therefore, Battle Pass progress and rewards will be available on all platforms as long as you play on the same linked Activision account where you originally earned the progress and rewards.

Please note: Call of Duty Points you earn through the Battle Pass can only be spent on the platform you are playing on when you unlock the Call of Duty Points."

As noted in the above, CoD points are the exception

No. The pass is not required for Co-Op play. Just some of the multiplayer modes require it. I believe you are still able to play a survival mode in multiplayer without the pass as well.
