Why can't I download my Xbox account on to my 360

Please check your account through https://account.microsoft.com website and make sure you can sign in there. Try to change your account password through https://account.microsoft.com > Security. You may also disable your two-factor authentication if you've enabled it by going to Advanced security options under Security section.

Yes my account is 2fa. I even tried signing in with an app password or whatever it's called .

Both. I tried it before I set up my 2fa with my normal password and multiple times with the 2fa generated password. With both times it says the same thing.
