Why can't I download a game from my old console onto my new one?

Hello, a few years ago I bought Cyberpunk 2077 for my Xbox One S. A few months ago I bought a series X and I've just recently realized that I kind of want to play through cyberpunk again. I went to go download the game and realized it wasn't on my owned games section and says I need to buy it again when I check on the store. I set up my One S and it was there. Cyberpunk also doesnt appear when I try to network transfer it. Why isn't it showing up? I am currently re-installing Cyberpunk on my One S to see if maybe it needs to update and then it will appear in my Series X. I have tried everything I can think of and need some help.

Im not sure why my account wouldn't own the game when I bought it on this account.

Okay,

The only time this happens is if your account does not own it. I understand you are able to play it on the old Xbox but it's because it's being shared with the old Xbox. It's not tied to your account. If you have other accounts, please check those.

Yes I have and it only gives me the option to buy it again. This is all very strange.
