It's possible that you're still under a child or teen account and in that case, you would need to ask help to your parent or guardian to help you in setting it up.

With this, you need to ask either of your parents or guardian to create a family group for you by signing in at https://account.microsoft.com/ using their own Microsoft account (or create a Microsoft account if they don't have any) and add you as a "Member" so your parent can configure your privacy settings when they sign in here: https://account.xbox.com/settings

Once your parent or guardian is in, they need to click your profile and enable these for you.

Under Xbox Series X/S, Xbox One/Windows 10 devices safety, ensure that "You can play with people outside of Xbox Live", "You can create and join clubs", "You can add friends" and "You can join multiplayer games" are set to Allow. Scroll down and click submit.

Under Privacy, "You can see and upload community creations" set it to Everyone and these are optional: "You can communicate outside of Xbox Live with voice & text" Allow and "Others can communicate with voice, text, or invites" Everyone. Scroll down and click Submit.

For first try to log in to the Xbox site (Xbox.com)

If it still doesn't work you should check if your profile hasn't been
banned or deleted at the site:

https://enforcement.xbox.com/en-US

If it still doesn't seem to work try to login at microsoft.com and see if there are problems whit your account.
