Why can't I do Level 2

If I already own most of the games in the level 1 Apocalypse Rewards, why can't I do the level 2 portion? How is that fair, that I am required to re-buy the games to be rewarded. I'm still waiting for the rewards from the last event to show up on my account.
I really want to know why these issues are occurring, especially with the migration upon us.

My PC keeps disconnecting for Xbox LIVE

While playing Halo 2 on my PC I found that I was constantly being disconnected from Xbox LIVE.

After playing a single level of Halo 2 for just under 2 hours I died. The game notified me that since my most recent checkpoint did not match the last known LIVE checkpoint I would have to restart the entire level if I wanted the level completion achievement.

1. Is there a general problem with LIVE today?

2. Is this a problem with Halo 2? (I've not experienced any disconnection problems before today and I was playing the 10th level)

3. Why can't I earn achievements offline like I can on my XBOX 360?

From the FAQ:

• Level 2: Find a Bunker (UNLOCKED BY LEVEL 1) — Earn 4,000 Rewards Credits for completing five achievements in the game(s) you purchased as part of Level 1.

Since this is the current monthly offer, only titles purchased for this offer this month are eligible. We see that your Credits from the last monthly offer (Pandemic Rewards) were deposited on the 25th. They were placed as pending by the 9th last month.
