Why cant i change privacy settings

I finaly got it, Xbox would not let me view my Xbox profile, and just kept kicking me out to my microsoft account. I changed my seetings using my parents account.

I was playing forza 5, and I was trying to do the event lab, and it says i need to turn on a setting for user generated content. and it says its restricted by my profile privacy settings.
