Why can't I change my profile picture to anything other than the default pre made options?

I understand you are waiting for your Xbox gamerpic to be updated. I suggest you wait for the verification process to be completed. Once the pic is approved, it will be updated soon. Sometimes, it can take 24-48 hours for the verification to finish.

I checked and there was nothing. When I upload the image, it stays as my Xbox profile picture for about 40 seconds then my picture changes back to a default Xbox profile picture. I have tested it on other pictures and they do not get removed.

You can change your profile pic as long as it is a default option in the profile pic list. You just can't create a custom profile pic because they need to be approved before the change takes place. While there is an increase in demand on other issues,
they are disabling the custom gamer pic ability temporarily to handle those issues.

I have same problem. My custom profile picture changed. But now, anytime I sign in on the profile with the custom pic, I can't see it. I just see the default Xbox one I had prior to the change. But apparently everyone else sees my custom picture. Even
when I sign into other profiles on this Xbox I can see the custom pic, but when I'm signed in on my main one, I don't see it. I remove my profile, power cycled, add my profile again, nothing. I see a snake profile picture on my Xbox, and on my PC, when login
on xbox.com. But my friends see my custom profile picture (Bela Lugosi, Dracula).
